Markets rarely move in a perfectly straight line. After a strong move, price will typically pause to "breathe." This pause is a consolidation phase. In a strong trend, this pause is not a sign of a reversal, but a healthy sign that traders are re-positioning before the next leg of the trend begins.
Look at the volume. A healthy continuation pattern typically sees volume decrease during the consolidation phase (the "rest"), and then spike as the price breaks out in the original trend direction.
It depends on your risk tolerance. Aggressive traders enter inside the consolidation, while conservative traders wait for the price to break the consolidation level in the direction of the primary trend.
